Meeting Minutes
May 9, 2006
                                                                                                                

1.  Meeting was opened in the City Hall Caucus Room of Memorial City Hall. In attendance were Christina Selvek, Judith Bryant, Mike Deming, Betty Lewis, Jill Fudo, Jim Hutchinson. Staff members Mike Long and Alicia McKeen.

2. Approval of Minutes: Chair asks for a motion to approve the minutes of April 11, 2006. Motion made by Jill Fudo, seconded by Judy Bryant. All members vote approval. Motion carried.

3. Certificate of Appropriateness

111-113 South St.

Mike Long - at the last meeting we reviewed this request for a temporary storage building at the rear of the property and fences. It was decided at that time that additional information was needed.

Bob Cotter, owner - asks for any questions concerning the shed.
~
Christina Selvek - questions the materials, treatments and orientation.
~
Bob Cotter - it's 10'x15' wood frame, t111 siding, corrugated meta roof.
~
Christina Selvek - questions where the gable will be facing.
~
Bob Cotter - it will be facing the road set back about 200 feet from South St. and 250 feet from Fitch Ave.
~
Mike Deming - asks if it will be near any property lines.
~
Bob Cotter - by code it will be at least 3 feet from any property line. There is a foundation there already.
~
Christina Selvek - the drawing provided is o.k.~ It will have clear visibility from the road.
~
Bob Cotter - depending on the season.~ It is more noticeable from Fitch Ave.

Christina Selvek - questions the T111.
~
Mike Long - it has never been brought up before.
~
Bob Cotter - saw it at neighbor's.
~
Jill Fudo - there are other materials such as clapboard to match the house. Not really thrilled with the idea of T111
~Mike Long - can use 1x2 and nail over.
~
Bob Cotter - it's just a shed - I don't want to put a lot of expense into it.
~
Jill Fudo - would agree with board and batton.
~
Mike Deming - is everyone ok with the size and orientation?
~
Christina Selvek - would rather have architectural shingles for the shed but otherwise ok.

Bob Cotter - will consider suggestions for the roof color.

Mike Long - if the gable is facing the street the roof line is similar to the house?

Bob Cotter - yes

Christina Selvek - as long as the pitch mimics the house.

Mike Deming - color?
~
Mike Long - to match the house.

Bob Cotter - ok - that's grey then.

Mike Deming - asks for a motion on a 10'x15' shed with T111 siding with batton over, white building with grey roof. Motion made by Christina Selvek, seconded by Jill Fudo. Motion carried.

Bob Cotter - the 1st fence is an extension of an already existing fence to cover the whole left by the barn to re-enclose the yard.
~
Mike Deming - that was already agreed to at the last meeting.
~
Bob Cotter - the 2nd fence is a 4-foot fence across the driveway, chain link, to meet the relocated existing picket fence along the property line and cutting the driveway in half.

Mike Deming - you are continuing the picket fence.
~
Bob Cotter - no, the picket fence is to be moved.
~
Mike Deming - purpose?
~
Bob Cotter - to keep the dog in the yard.

Jim Hutchinson makes a motion to approve the application as presented, seconded by Jill Fudo. Motion carried.

99 South St. - Westminster Manor
~
Dave Lansford - the project is to replace the store font of the building with white vinyl covered aluminum with insulated safety glass with an electric door opener.

Mike Deming - is this within Code?
~
Dave Lansford - I think so.
~Jill Fudo - this isn't here for Code compliance.~ It is currently not compliant as it is.~ It's a wider to narrower entry.
~
Mike Deming - if this does not meet code we cannot deal with it today.
~
Jill Fudo - we can review it for aesthetic the review for code compliance.~ Any color?
~
Dave Lansford - plain white vinyl to match the trim.~ We need to pursue the code issue first apparently.
~
Mike Long - maybe allow a small committee to get resolved with parameter set by the Board.
~
Jim Hutchinson - if the double door is what's needed then that's what's needed.
~
Jill Fudo - concern is the scale of openings compared to others.
~
Mike Deming - if the double doors with handicapped opening are 36 inches - is that wide enough?

Jill Fudo - yes
~
Dave Lansford - 2 36" doors then?

Jill Fudo - get sliders for that then.

Dave Lansford - comfortable with Mike's proposal to deal with a couple members to resolve.

Motion to approve the replacement in white subject to review by a smaller committee and codes issues made by Jim Hutchinson, seconded by Judy Bryant. All members vote approval. Motion carried.

6 Fitch Ave.
~
Kevin Hoey - need approval for a 10'x16' storage shed already constructed on concrete blocks. Intend to put cedar shakes on to match house.~ Trim is painted.~ 10' further into lot east to west and 20' back toward back lot line.
~
Christina Selvek - No problems with move. It is hardly visible from the road.

Motion to accept the application as presented made by Christina Selvek, seconded by Judy Bryant. All members vote approval. Motion carried.

Mike Long states the 41 Grover St. requests replacement windows. May be a possibility of grant funds through the weatherization program.

Jim Courtney – asks the timing.

Steven Selvek – this is the Home Repair Assistance Program.  The Monroes (the owners) are on the waiting list and should be coming up soon.  The program offers single family homes low to no interest loans of up to $30,000.00 for moderate to low income families for exterior renovations.  Also included is a $10,000.00 grant for lead abatement.

Jim Courtney – can’t speak for the Monroes but a loan is probably not the way they want to go. A grant, yes but I will speak to them about it.

Steven Selvek – any additional costs due to Historic requirements may be offset by HRAP.

Jim Courtney – circulates pictures of the windows & brochure.  Would like to use Marvin ultimate insert double hung windows with a wood exterior, vinyl clad.

Christina Selvek – standard features aluminum clad – option for all wood exteriors available per brochure.

Jim Courtney – addition maintenance would be a problem.

Mike Long – have you compared prices?

Jim Courtney – we don’t have info at this time for the wood clad.

Christina Selvek – all proposed to be the same size & opening?

Jim Courtney – yes

Mike Deming – using the Secretary of Interior’s standards this application won’t meet as 1) repair is unlikely and 2) replacement in kind is not stated.

Jim Hutchinson – we’ve consistently ok’d the use of vinyl replacements as long as the originals are saved.

Christina Selvek – are the window frames being removed?

Jim Hutchinson – is it a sash replacement?

Mike Long – thinks it’s a sash replacement. Also consider window pattern to use.  Current is 2 over 2.

Mike Deming – it has to be clear what sizes and specs will be used.

Jim Courtney – they are included on the estimate.

Jill Fudo – proposing one inch frame around the existing

Christina Selvek – it will look like wood clad but the exterior will be vinyl clad

Mike Deming – will the panes match the existing?

Christina Selvek – a variety of snap-ins are offered.

Jill Fudo – supply head and jam detail and sketch of how sill head will be treated as installed.

Jim Courtney – will talk with installer

Christina Selvek – it isn’t clear – is this replacing the window or frames?

Jim Hutchinson – sash replacement.

Christina Selvek – is wood trim removed?

Mike Deming – no

Jim Hutchinson – need to decide what design to use

Christina Selvek – statement of significance to use.

Mike Deming – use multipane as that’s probably what was originally done. 6 over 6 on the sides and 9 over 9 in the front.

Mike Long – exterior mounted grill is the best suggested

Mike Deming – we need more detail before voting.  Currently details are too vague.

Jim Hutchinson – what do we recommend then?

Mike Long – 9 on 9 in front and 6 on 6 on the sides.

Steven Selvek – concerning the exterior of the house the look itself should be maintained from the street of what’s appropriate.  Thinks grill should be sandwiched between the glass.

Jill Fudo – suggests cost saving measure of simulated dividers.

Mike Long – we’ll get together and get break down of prices, etc.

Mike Deming – street side would be first priority.

4. Other Matters

1. Mike Deming - There was a presentation showing different historic ethnicities through music. Suggest we present to Council for Preservation Week.  

2. Mike Long – Judy Wellman’s project if bound and ready to send out.
